"Proposal of Eng. Luis A. Huergo"

The position of the group leaded by Eng. Luis A. Huergo was the the new port should be built upon the improvement of the old domestic port, the Riachuelo. They proposed the improvement of the Riachuelo, dredging its bed, and improving the piers and the deposits of the coasts. They also unified the access to the port through the south channel, adopting a solution of open inner harbors, built from south to north, land keeping the Riachuelo as the center of its development. The design of paralell inner harbors, 120 metres wide, and separated with piers of 100 metres, was in the front line of the city, south of Plaza de Mayo, and this location allowed it to grow to the north as much as needed, according to traffic evolution.
