5.4.6.12 District U11 - Puerto Madero

1) Character: area devoted to the administrative, commercial, financial and institutional equipment at national, regional and urban scale in the highest degree of diversity, complementing with residential and leisure activities.

2) Delimitation: according to plan No. 5.4.6.12 a

3) Zonification: it is divided into the following subdistricts, for which the character is defined and the subdivision of the land is regulated, the urban net and the uses of land, as well.

Residential subdistricts
Areas for the location of homes aiming to preserve and ensure the good conditinos of habitability, admitting uses compatible with the residential.

Central subdistricts
Are the administrative, financial, commercial and services groups of uses.

Equipment subdistricts
Are those areas where equipment at urban, regional and / or national scale are located.

Park urbanization subdistrict
Are the areas of green spaces for public use.

4) Specific norms for each Subdistrict:

4.1 Residential subdistricts
4.1.1 Residential subdistrict 1 (R1)

Character: zone for residential use with a high degree of density, in which uses compatible with homes are admitted.

Delimitation: according to Zonification Plan and Use of Land 5.4.6.12b

Building type: resultant of the application of the particular dispositions.

PARTICULAR DISPOSITIONS
Circunscription 21 - Section 97 - Blocks 1L - 1M - 1N - Dock 4

Line of internal front: 14,00 m
It can be occupied up to a 25% of the Block Free Center, as long as the occupied area is compensated by the same area in the area where can be built, and at the same time the relationship r"=h"/d"=1,5 must also be verified.

Maximum height over L.O.: 23,60 m, from the line of the block determined by the Direction, admitting the construction at a distance of 2,00 m from the L.O. and 3,00 m high. From this height a plan of 45% could be built up to reach an horizontal limit plan of 29,50 m from the line of the block.

Above the established pitchs could only be seen antennas, lightning rods, pipes and special installations when required by the technical authority.

Constructions in the free center: no construction will be admitted. It will be obligatory to plant and conserve trees in the free center of the block.

The figure No. 5.4.6.12.c integrates the documentation of these blocks.

Circunscription 21 - Section 97 - Block 1J - Dock 4

On Avenue C 4/5
Line of internal front: 21,00 m
Maximum height over L.O.: 23,60 m, from the line of the block determined by the Direction, admitting the construction at a distance of 2,00 m from the L.O. and 3,00 m high. From this height a plan of 45% could be built up to reach an horizontal limit plan of 29,50 m from the line of the block.
Above the established pitchs could only be seen antennas, lightning rods, pipes and special installations when required by the technical authority.

The execution of the doorway on the square level must be fulfilled as shown in figure No. 5.4.6.12.d.

In the rest of the block a building only for parking will be allowed, having an horizontal limit plan of 1,20 m high from the line of the block determined by the Direction. On this plan a square must be developed by the owner of the parking building, as shown in figure No. 5.4.6.12.d., which will be released for public u se. This obligation is established by administrative servitude, through public title deed, simultaneously with the domain traslative.

The project of the square must be approved by the Council, fulfilling all obligations related to the doorway and the tier of seats as shown in figure 5.4.6.12.d.

Uses
The uses that result from the application of the dispositions of the Chart of Uses No. 5.4.6.12.

4.1.2. Residential Subdistrict 2 (R2)

Character: zone for residential use with a high degree of density, in which uses compatible with homes are admitted.

Delimitation: according to Zonification Plan and Use of Land 5.4.6.12b

Building type: resultant of the application of the particular dispositions.

Circunscription 21 - Section 98 - Blocks 5G - Dock 3

Line of internal front: 14,00 m

In the blocks 5GA and 5GB must be left for public use through administrative servitude formalized through public title deed, a pedestrian street 20 m wide according to Plan of zonification and use of land 5.4.6.12.b), under which is permited the building of parking lots.

The work projects that may be approved providing they meet the dispositions of zonification and use must be executed within 15 (fifteen) years from the approval of the city bill No. 51.675.

To do so, the Executive Power determines the following extremes:
a) Start up of the work
b) Degree of completion of the project. Deadlines and conditions for each phase.

End of works.
After that time, if previously established conditions are not fulfilled, the owners of right must adjust the work to the guidelines, extremes and conditions that emerge from the Environmental Urban Plan, regardless of the application of punishments that may correspond according to the due Regime of Penalties.

Uses
The uses that result from the application of the dispositions of the Chart of Uses No. 5.4.6.12.

4.1.3. Waterfront Residential Subdistrict (RC)

Character: zone for residential use in which uses compatible with homes are admitted.
Delimitation: according to Zonification Plan and Use of Land 5.4.6.12b
Building type: resultant of the application of the particular dispositions.

PARTICULAR DISPOSITIONS
Circunscription 21 - Section 98 - Blocks 1I - Dock 2

The total occupation of the plot is permitted, excepting for the areas indicated in the Zonification Plan and Use of Land 5.4.6.12b that cannot be built and must be released for public use through administrative servitude formalized through public title deed.

Fixed height over L.O.: 12,40 m, on top of the line of the block determined by the Direction. Above such plan, will be admitted a volume contained within a plan of 45º from the L.O. up to reach a horizontal limit plan of 17,60 m from the line of the block.

Above the established pitchs could only be seen antennas, lightning rods, pipes and special installations when required by the technical authority.

Observations:

The work projects that may be approved providing they meet the dispositions of zonification and use must be executed within 15 (fifteen) years from the approval of the city bill No. 51.675.

To do so, the Executive Power determines the following extremes:

Building type: only buildings of free perimeter with or without base are permitted.

The urban space will be considered from the 3,00 below the line of the block. The work projects that may be approved for the Blocks 5L and 5M, Dock 3; Block 1T, Dock 2; all of the Section 98, Circunscription 21 and the Block 1P Dock 4; of Section 97 Circunscription 21, providing they meet the dispositions of zonification and use must be executed within 15 (fifteen) years from the approval of the city bill No. 51.675.

To do so, the Executive Power determines the following extremes:

b) Degree of completion of the project. Deadlines and conditions for each phase.

4.2.2 Central Subdistrict 2 (C2)

The uses that result from the application of the dispositions of the Chart of Uses No. 5.4.6.12.

Observations:
The work projects that may be approved for the Blocks 5I, 5F P3, 5H, Dock 3 and Block 1R, all of the Section 98, Circunscription 21 and the Block 1P Dock 4; of Section 97 Circunscription 21, providing they meet the dispositions of zonification and use must be executed within 15 (fifteen) years from the approval of the city bill No. 51.675.

To do so, the Executive Power determines the following extremes:
a) Start up of the work
b) Degree of completion of the project. Deadlines and conditions for each phase.
c) End of works.

After that time, if previously established conditions are not fulfilled, the owners of right must adjust the work to the guidelines, extremes and conditions that emerge from the Environmental Urban Plan, regardless of the application of punishments that may correspond according to the due Regime of Penalties.

4.3.2 Special Equipment Subdistrict (EE)

Character: is the area for special uses that due to their characteristics require big area plots.
Delimitation: according to Zonification Plan and Use of Land 5.4.6.12b

PARTICULAR DISPOSITIONS

Circunscription 21 - Section 98 - Block 1B - Dock 1
Area for exhibition, promotion and marketing of products at nacional, regional and international scale.

Maximum F.O.T.: 3
F.O.S.: 65%
Of the 65% assigned for the Fos, 57% could be dedicated to buildings with maximum height = 29,50, and the remaining 8% for buildings with maximum height = 70 m.

The ratios of separation and the established heights for the District must be fulfilled.
The ratio R = h / d = 1,5, being d = distance from the building to the end of the water areas of the Dock 1 and h = height of the building.
It will be obligatory the release to public domain of a continuous land strip 31,20 m wide, from the edge of the water area and all along, devoted to a public way with parks areas, to be constructed by the owner. In the basement the construction of a parking lot is admitted.

In the area between the water, the virtual extensions of street Estados Unidos and Avenue C 4/5 and the Av. Brasil, the volumes to be built must leave separation between them. These gaps will have a lineal development over the construction line no smaller than 30% of the total development.

Uses
The uses that result from the application of the dispositions of the Chart of Uses No. 5.4.6.12.

Circunscription 21 - Section 98 - Block 1A - Dock 1.
The construction of parking lots under the line of the natural ground is permitted. On top, a park released for public use must be executed by the owner who must include its landscaping.

Circunscription 21 - Section 97 - Block 1Q - Dock 4.
Zone for the location of the sports area of the Colegio Nacional Buenos Aires and the fulfillment of the article 3º of the city bill Nº 51.675 for the use public education. The dispositions of the city bill Nº 33.919.

Observations:
The work projects that may be approved for the Blocks 1B 1A, Dock 1 Section 98, Circunscription 21, providing they meet the dispositions of zonification and use must be executed within 15 (fifteen) years from the approval of the city bill No. 51.675.

To do so, the Executive Power determines the following extremes:
a) Start up of the work
b) Degree of completion of the project. Deadlines and conditions for each phase.
c) End of works.

After that time, if previously established conditions are not fulfilled, the owners of right must adjust the work to the guidelines, extremes and conditions that emerge from the Environmental Urban Plan, regardless of the application of punishments that may correspond according to the due Regime of Penalties.

4.3.3 Waterfront Equipment Subdistrict 1 (EC1)

Character: zone for the location of uses and services for a free space for public use and that due to the characteristics of the permitted activities admit the restricted coexistence of the residential use.

Delimitation: according to Zonification Plan and Use of Land 5.4.6.12b

Building type: resultant of the application of the particular dispositions.

PARTICULAR DISPOSITIONS

Circunscription 21 - Section 98 - Block 5F P4 - 5F P1 - Dock 3
Circunscription 21 - Section 97 - Block 1K - Dock 1

The total occupation of the plot is permitted, excepting for the areas indicated in Plan No. 5.4.6.12.b) that cannot be built, having to remain free for public use through administrative servitude formalized by public title deed.

4.4 Subdistrict Buildings with Patrimonial Value

Character: zone for the preservation of buildings with patrimonial value.

Delimitation: according to Zonification Plan and Use of Land 5.4.6.12b

Building type: the group of buildings indicated in Zonification Plan and Use of Land 5.4.6.12b, as of Patrimonial Value are of obligatory conservation.

a) Ex Molinos Río de la Plata - Dock 2. Industrial, red-brick building.
This block includes an industrial, red-brick building. The recycling proposal must respect the existing exterior box. No new constructions will be admitted in the rest of the block.

b) Molinos Río de la Plata - Dock 3
Circunscription 21 - Section 98 - Block 5J- Dock 3
Two towers building
The main body of the building, with its two towers, must be respected. The existing constructions next to the main body to the north and east must be demolished. In the ground floor, on the street that separates this block fom the block 5G, a doorway must be executed.

FOS: 60%
Maximum FOT: 4.

c) Ex Silo National Joint of Grains
Circunscription 21 - Section 98 - Block 5F P2 - Dock 3
This block includes a silo of concrete.The recycling proposal must respect the existing exterior box. A square must be built and released for public use. This obligation will be established through administrative servitude formalized by public title deed.

d) Ex Red Cross Cottage - Arq. Andrés Kalnay - Dock 3

e) Ex Munich Brewery - Telecommunications Museum - Dock 3

Uses:
The proposed uses must be submitted to the Council for its approval.

Observations:
The projects for recycling and new constructions must be submitted to the Council for its approval.


4.5. Park Urbanization Subdistrict (UP)

Character: zones dedicated to green areas of public use and free access.

Delimitation: according to Zonification Plan and Use of Land 5.4.6.12b

PARTICULAR DISPOSITIONS

Circunscription 21 - Section 98 - Block 1S - 1U - Dock 2
Circunscription 21 - Section 98 - Block 5K - Dock 3
Circunscription 21 - Section 98 - Block 1R - 1S - Dock 4

Locals up to 20 m2 will be admitted, including toilettes for public use, plus a service area covered by a pergola with which a total area of 60 m2 could be totalized.

These locals will have a maximum height of 2,50 m, and the pergola, 3,50 m, not being allowed to exceed these plan with installations, billboards, or accesory constructions. There must be a minimum 100 m gap between the locals. Complementary uses that not affect the character of the district will be permitted.

Locals for parking, public toilettes, changing rooms for the maintenance personell of the parks, machines rooms and tools warehouse, where differences in land level allow to generate useful areas between the line of the ground
