of remodeling of Buenos Aires City
Impacts on Puerto Madero
1959 / 1960 : Regulator Plan of Buenos Aires City
This plan was made within the City Hall of Buenos
Aires in 1958, by the Buenos Aires Regulator Plan Organization,
an organism created for that purpose, and that had as antecedent
the Buenos Aires Plan Study, during the mayorship of Dr. E. Siri.
It was approved by the City Council, in 1962.
It constitued a wide analysis (the first to be made)
including the regional situation together, and not only the city
of Buenos Aires. It situated the city in the complex net of interdependences
at a national level. By that time, the growth of the Greater Buenos
Aires was seen with concern because it was growing without planning,
generating imbalances. Therefore, they proposed to control this
growth process.
The urban planning was conceived at three scales:
Urban Area: delimitated
by the boundaries of Buenos Aires City.
Metropolitan Area: it included Buenos
Aires City and the neighboring counties within a 30 km radius (from
the city downtown).
Regional Area: it included the Metropolitan
Area and rural sectors devoted to food production, within a radius
of 30 km (from the city downtown).
Proposals at regional scale:
· The industrial locations and population
concentrations were meant to be situated in urban areas away from
the city downtown, and expanding cities such as Pilar, Mercedes,
Zárate, Campana, Cañuelas and Chascomús,
among others. These cities would be linked by an extensive road
system.
Proposals at Metropolitan scale:
· A plan of hydraulic works that included
the basins of Reconquista and Matanza Rivers.
· To orientate the growht of the area in north-south direction,
adding sectors for industrial parks.
· Reorganization of the coastal area from Tigre to La Plata,
recovering plots for leisure. To the south, some residential areas
would be added in front of the river.
· Definition of a basic road structure, that included a
Coastal Highway (from Tigre to La Plata) and a Central Highway,
linking both North and South accesses.
Proposals at scale for Federal Capitol:
· To promote a more even distribution
of population.
· To reorganize the uneven development of the north and
south areas, through the drainage of the then swamp of Flores,
and the rubbish damp, generating new urbanizations, to satisfy
the need of spaces for leisure with green areas evenly distributed.
· Filling of 400 hectares on the river for recreational
uses of the central area.
· Port reorganization eliminating Puerto Madero, enlargement
of Puerto Madero and creation of a Maritime Station.
· Creation of an Airport Island at regional scale, on the
River Plate, 3.000 mts from the shore, in front of the Aeroparque
lands, with 300 hectares. Deactivation of Aeroparque and transformation
in a leisure area.
Impact on Puerto Madero:
· Elimination of the old docks, recovering
the area for administrative, cultural, sport and leisure uses.
· Settling of a Big Central Recreational Park in the area
of Puerto Madero, to which it would be added an area of 400 hectares
to be filled, in a 850 metres wide line, paralell to South Waterfront.
