Antecedents of remodeling of Buenos Aires City
Impacts on Puerto Madero
1985 A: Proposal CPU - City Hall of Buenos Aires
This proposal was specifically referred to the areas
of South Waterfront and the neighboring refilled lands. It was proposed
for the refilled area to work on a park scale, integrating the park
with the river.
The formation of a natural reserve that would allow
to preserve the flora and fauna in the zone was also encouraged.
This sector would be divided in two areas:
one active, for recreational, controlled use, with greenhouse and
a place for rural exhibitions, and another, passive, of restricted
use, for research and control. As far as the South Waterfront is
concerned, it projected its recovery as a promenade integrating
it to the coastal line and projecting a rowing track as a link with
the refilled area.

B: Agreement Faculty of Architecture and Urbanism (UBA) and State
Secretary of Transport (Borthagaray)
Proposal for the Recovery and
Development of the Area of Puerto Madero - South Waterfront and
Refilled on the River.
The studies carried out based on this agreement had
its site, at its early stage, in the Architecture Workshop of Architect
Juan Manuel Borthagaray, and was later developed in many courses
at the Faculty of Architecture and Urbanism of the Universtiy of
Buenos Aires (UBA).
It consisted in studing the historical antecedents,
the inventory of all previous proposals and the physical inspection
of the area, identifying plots and their owners. They worked with
different programs by students groups, allowing to explore the project
and programm possibilities of the area.
During the period of study, two relevant facts meant
milestones in the Madero Area.
· A report of the Rogge Marine Consulting that analyzed the
Port of Buenos Aires within the context of the National Port System,
and declared that docks 1 to 3 of Puerto Madero had no possible
use as port.
· The approval of the City Bill that declared "Ecological
Reserve" to the land gained to the river, ordering its preservation.
Main preliminary ideas and program linings:
· To formulate a General Plan of Puerto
Madero Area to operate in stages.
· To foresee the private participation linked to commercial
actions.
· Urban development of the area, compatible with the expansion
of the Central Area, with total freedom of choice about land uses.
· To preserve and give new function to all the buildings,
green areas and port equipment with historical, cultural and economical
value:
- Warehouse buildings
- South Waterfront (Lola Mora Fountain, bower, tile floors, Munich
Building, etc.).
- Industrial Patrimony (Silo of the National Joint of Grains and
Molinos Río de la Plata) being set free to the criteria
of the project team according to their state of conservations
and reutilization cost.
